The consultant writes the exam before vendors submit answers. If the brief says only smart home or BMS, every bidder can interpret it differently and every price can look correct.
The package may include a basis of design, room or points schedule, architecture, network and panel requirements, interface matrix, device schedule and test plan. The exact list follows the project stage.
Assumptions and exclusions are written beside the scope. That makes later changes visible rather than quietly absorbed into different hardware.
A compliance matrix asks each bidder to respond to the same function and handover requirement. Deviations, provisional items and proprietary dependencies are separated from the base price.
The cheapest total may be sensible. It may also have omitted commissioning, licences or the final project archive, which is why comparison needs more than one number.
Start before electrical and reflected ceiling drawings are frozen. Controls affect conduits, panels, sensor locations, back boxes, network ports and plant interfaces.
The reviewer witnesses agreed tests, records defects and checks that drawings, schedules and backups match the installed system. This is not a substitute for the contractor commissioning their own work first.
The consultant cannot certify concealed wiring or equipment internals that were not inspected. Conclusions state the evidence reviewed and any inaccessible scope.
Effort depends on site size, number of disciplines, drawing maturity, existing-system discovery, workshop count, interface schedules, procurement support and witnessing. A small single-platform project may only need a focused design review. Independent consulting becomes valuable when several vendors share responsibility, the owner wants comparable bids, or choices made during structure and services coordination will be expensive to reverse.
The sequence moves from requirements and site evidence to concept architecture, point and interface schedules, coordinated tender information, bid clarification, submittal review and witnessed acceptance. Deliverables and decision dates should be agreed before work starts. The consultant does not replace the electrical, mechanical, fire or structural designer. After completion, the owner retains approved drawings, test records and change control. A resilience review explicitly states what continues during network, controller, power and cloud outages.
The documents need an owner. Ongoing maintenance means keeping drawings, interface schedules and change records aligned with the installed system; a focused vendor design review is a valid alternative when one small platform has clear responsibility. If information is missing or a linked vendor fails, the consultant records the unresolved failure risk and acceptance boundary rather than certifying an assumption.
